Bains was traveling from Jalandhar when his vehicle was caught in a traffic jam at the Ladhowal toll plaza that reportedly lasted over half an hour. Confrontation: After exiting his car, Bains confronted the toll plaza manager, Vipin Rai, about the excessive delay. He referenced the National Highways Authority of India (NHAI) rule that states no toll should be charged if a traffic jam lasts longer than three minutes. Bains removed the barricades at the toll plaza and instructed staff to allow all vehicles stuck in the jam to pass without paying the toll. He also warned that his party would stage a permanent protest if drivers continued to be harassed. In the days following the incident, Bains held a press conference where he criticized the toll plaza operators and showed evidence related to the traffic issues. He accused the company of extorting people and the government of not taking action.
