During his speech, he stated: "ਕੋਈ ਬਾਬੂ ਜਾਂ ਵਕੀਲ ਸਿੱਖਾਂ ਦੀ ਮਰਿਆਦਾ ਤਹਿ ਨਹੀਂ ਕਰ ਸਕਦਾ।" He emphasized that Sikh Rehat Maryada and religious matters cannot be decided by bureaucrats, lawyers, or political authorities. According to him, any law concerning Sri Guru Granth Sahib Ji, Beadbi, or Sikh religious affairs should be framed only with the guidance and approval of the SGPC and Sri Akal Takht Sahib, the highest temporal authority of the Sikh Panth.
